Defence Minister Rajnath Singh is scheduled to lead India's delegation to the 13th ASEAN Defence Ministers' Meeting-Plus in Cebu, Philippines, on October 28–29. The Ministry of Defence announced the visit in an October 26 release through PIB.
Singh is due to address the forum's exchange on regional and international security issues. The ministry also says he will meet participating countries' defence ministers on the sidelines to review defence ties and explore stronger strategic cooperation. These meetings are planned; the announcement does not report completed talks or signed agreements.
ADMM-Plus brings ASEAN countries together with eight dialogue partners, including India, to discuss security and defence cooperation. The Philippines chairs the forum in 2026. India and Malaysia are co-chairing its counter-terrorism experts working group for the 2024–2027 cycle, according to the ministry.
The visit announcement sets out India's intended participation in the regional forum. It gives no list of new defence contracts, procurement commitments or operational deployments, and no outcome should be inferred before the scheduled discussions take place.
