The Statistics Ministry has proposed conducting the Annual Survey of Unincorporated Sector Enterprises for 2027–28 from April 2027 to March 2028, aligning the exercise with the financial year. An October 26 release also invites stakeholder comments on the draft establishment questionnaire by November 15, 2026. The proposed schedule remains open to feedback.
The survey covers unincorporated non-agricultural enterprises. Proposed additions include questions about gender-specific constraints faced by women entrepreneurs, the sources of electricity used by establishments, and fixed-asset investment over a longer reference period. Two questions would help identify handloom, power-loom and handicraft establishments. These are planned information fields, not new findings about enterprise performance.
To maintain quarterly continuity during the calendar change, the ministry plans to continue surveying in January–March 2027 using the existing ASUSE 2026 questionnaire. The revised cycle would begin in April 2027. The aim is to make the survey more useful alongside economic statistics and national accounts compiled on a financial-year basis.
The sampling design retains provision for participating states to produce district-level estimates. This does not promise a published estimate for every district, nor does the announcement identify a separate AP or Telangana survey result. Quarterly findings would continue through the Quarterly Bulletin of Unincorporated Sector Enterprises.
Stakeholders can consult the draft questionnaire and prescribed feedback format through the ministry's official website, https://www.mospi.gov.in. KROV has reported the changes described in the release without treating linked documents as independently verified evidence.
