India and Mexico have launched negotiations for a preferential trade agreement by signing terms of reference, India's commerce ministry said on 28 October. The document establishes the framework and scope for talks. It is a negotiating step, rather than a completed trade agreement or an announcement of tariff cuts already in force.
The planned negotiations cover market access for goods, rules of origin, customs procedures, trade facilitation and dispute settlement. They also include food and plant-health measures, technical barriers to trade and trade remedies. The release does not set out agreed tariff schedules or an implementation date.
Commerce Secretary Rajesh Agrawal's delegation discussed trade and investment with Mexico's Undersecretary of Foreign Trade, Luis Rosendo Gutiérrez Romano. The ministry identified automotive, chemicals, electronics, pharmaceuticals, agri-food, energy, critical minerals, medical devices and advanced manufacturing as sectors with potential for cooperation. That assessment does not establish new investment commitments in those sectors.
The two sides also discussed a possible Mexican business mission to India in the first quarter of 2027. The mission remains a proposal; the announcement does not confirm its dates or report contracts signed through it.
