The National Human Rights Commission has issued an advisory asking authorities to strengthen protection for women prisoners and their children. Announcing it on October 28, the commission said it had addressed nine Union ministries, state and Union Territory chief secretaries or administrators, and police chiefs.
The commission's release identifies ten areas for action, including admission records and child documentation, maternal and child healthcare, mental-health services, living conditions, family contact, legal aid and rehabilitation after release. It also includes children living with prisoners or separated from them, facilities during court production and foreign-national inmates.
NHRC has urged implementation of its recommendations and sought action-taken reports within two months. This is an advisory and a request for progress reports; it is not evidence that every prison has already implemented the measures. The announcement does not provide a prison-by-prison compliance assessment.
