A two-day consultation scheduled for October 23–24 in Lucknow will bring together government training institutions from eight states and four Union Territories to prepare roadmaps for civil-service training reform. The Capacity Building Commission and Uttar Pradesh government set out the programme in an October 22 announcement.
The participating states are Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, Uttarakhand and Uttar Pradesh. Chandigarh, Delhi, Jammu and Kashmir, and Ladakh make up the four Union Territories. The consultation is part of Sādhana Śhrinkhla 2026 under Mission Karmayogi.
The agenda covers institutional leadership, collaboration between training centres, faculty development and digital learning, including applications of artificial intelligence. The aim is to link professional development more closely with the competencies required for government roles.
The proposed roadmaps are to feed into UNNATI, a platform the announcement says connects more than 700 government training institutes. Recommendations will also inform a national training-institute transformation framework still being developed. These are the announced consultation plans; completed recommendations and implementation outcomes have yet to be established by this source.
