In 2024, 94.4% of children in the European Union aged from three years to the starting age of compulsory primary education participated in early childhood education, Eurostat reported on October 29, 2026. The figure covers that defined age group, not all children or all school pupils.
Among 198 EU regions with available data at the NUTS level 2 statistical classification, 99 had already reached the EU’s 2030 participation target of 96.0%. That is half of the regions with available data; it does not mean the EU-wide participation rate had reached the target.
Participation was below 85.0% in 17 of those 198 regions. The report highlights regional differences within the EU, while the overall 94.4% rate remains a 2024 observation. It is not a 2026 enrolment count, a measure of educational quality or a guarantee of places for individual children.
