The European Union's tax-to-GDP ratio rose to 40.7% in 2025 from 40.2% in 2024, Eurostat reported on October 29, 2026. For the 20-country euro area, the ratio increased from 40.7% to 41.3%. The measure combines taxes and net social contributions as a share of gross domestic product; it is not a tax rate charged to every household or company.
Revenue from taxes and social contributions reached €7,686 billion in 2025, an increase of €401 billion from 2024, according to Eurostat. Among EU countries, France recorded the highest tax-to-GDP ratio at 46.0%, followed by Belgium at 44.7%, Denmark at 44.3% and Austria at 43.9%. The lowest ratios were Ireland's 22.7%, Romania's 29.3%, Malta's 30.3% and Bulgaria's 30.6%. These figures refer to the 2025 statistical year, rather than new tax measures taking effect on the publication date.
