The Ministry said KVK Sonitpur also served Biswanath and that no establishment proposal had been received from the state or concerned agency. Inclusion in the 2021-26 expenditure-finance document was distinct from requisite approval, criteria and funding. This is scrutiny of a proposal, not proof of construction or opening of a new centre.
