The Union Road Transport and Highways Ministry and Bihar government signed an agreement on November 3 to use suitable material from scientific desilting of identified water bodies in National Highway projects. The Nadi Sanjivani initiative links river restoration with construction-material supply, subject to technical assessments and statutory safeguards.
The ministry says 243 lakh cubic metres of suitable silt is intended for 16 ongoing highway projects. A further estimated 835 lakh cubic metres is proposed for 27 future projects, subject to suitability and required approvals. Neither figure is a report of material already extracted or used.
These groups should not be confused with the wider Bihar highway portfolio also listed in the release. Its total of 39 projects under construction describes a separate portfolio count, not 39 desilting sites.
Bihar's Road Construction Department will serve as nodal department, supported by a state coordination committee. Desilting is to be confined to approved locations and technical limits, with protection for river ecosystems, banks, embankments, bridges and other structures.
The material must be tested against applicable MoRTH specifications and Indian Roads Congress codes before highway use. Joint measurement, digital records and reconciliation of extracted, transported and used quantities form part of the announced monitoring framework.
Improved drainage, lower flood risk and reduced construction costs are intended benefits. The signed framework does not itself establish that those outcomes have already occurred or provide a blanket permission to excavate rivers.
