A proposed international cruise terminal at Puri will be developed by Paradip Port Authority with the Odisha government, Ports, Shipping and Waterways Minister Sarbananda Sonowal announced on November 3. He put the likely cost at ₹1,500 crore during a ministry Consultative Committee meeting in Puri.
The statement establishes a development announcement and estimated cost. It does not provide a construction completion date, a passenger service opening date, a contract award or proof that the full amount has been spent.
The minister said the government aims to raise coastal and inland waterway shipping's share of freight movement from 6% to 12% by 2047. He also reiterated the Cruise Bharat Mission's target of one million sea-cruise passengers and 400,000 jobs by March 2029. These remain targets, not current passenger or employment totals.
For fiscal 2025–26, the release reports 462,661 ocean-cruise passengers and 212 vessel calls. It says 20 river-cruise circuits across 16 National Waterways and 143 river terminals or landing points are operational; another 51 circuits have been identified for phased development.
The release describes the Coastal Cargo Promotion Scheme as announced in the 2026–27 Budget, while the Cruise Bharat Mission was launched in September 2024. It supplies no new incentive application window or Puri cruise booking timetable. Detailed project approvals and implementation information will be needed to assess delivery against the announced ambitions.
