Brazil’s climate committee approved rules on November 6 that allow the country to authorize international transfers of emissions reductions or removals of up to 50 million tonnes of carbon dioxide equivalent for 2026–2030. The ceiling rises to 100 million tonnes for 2031–2035 and can be reviewed. The environment ministry identified land restoration and reductions in methane from sources such as landfills as areas of focus.
A separate resolution sets guidelines for Brazil’s domestic emissions trading system. The finance ministry said the work includes rules for measuring and reporting emissions, a central registry, and a plan for allocating emissions allowances. [evidence-1] [evidence-2]
